Role of the Pupil Services Administrator

The Pupil Services Administrator has many roles within the educational system. The administrator serves as a liaison for parents and staff to assist in meeting the needs of students. Pupil Services Administrators also provide support through guiding classroom instruction, aiding in the development of Individualized Education Programs (IEPs), and assisting teachers and parents with individual student’s needs ranging from academic, behavioral to social-emotional. The administrator also strives to ensure that the staff is continually learning about new educational and district initiatives by providing professional development for teachers and staff. The PPS administrator serves an integral role in family-school collaboration to provide delivery of an appropriate education, while working to advance District 181 as a solid educational community.

Pupil Services Administrators are available and assigned to schools to assist parents and staff with children who have special needs, are English Language Learners, or are participating in an intervention for additional support.  Children with special needs include those students with IEPs (Individual Educational Plans) or Section 504 Plans.

Christine Igoe: Special Education Director, Oak Specialized

Christine comes to district 181 with over 15 years of experience working with special education students. As an assistant principal for student services in Indian Prairie School District 204 she provided leadership to the guidance and special education departments. In Plainfield School District 202, she served as a special education administrator and a literacy coach. In addition, Christine has provided consultation and coaching in the area of literacy to numerous districts in the state. 




Jill Carlson: HMS

Jill Carlson comes to District 181 from Plainfield District 202 where she worked for four years as special education director of seven middle schools and for one year as special education administrator. The majority of Ms. Carlson’s career was spent in the Kankakee School District where she was a special education teacher and department chairperson. Her degrees include: a bachelor’s in education from Illinois State University, Normal; a master’s in curriculum and instruction from Olivet Nazarene University, Kankakee; a master’s degree in reading and learning disabilities from the University of Wisconsin-River Falls; and administrative certification from Governors State University, Park Forest.


Lisa Halverson: Madison, Oak, Oak ECE

Lisa Halverson has experience in Illinois and Colorado schools. She spent 20 years in Aspen, CO where she served as a school psychologist, a special education coordinator and an assistant high school principal. Most recently, she was a K-8 principal in Lindop District 92 for four years and a Pre-Kindergarten-Grade 2 building principal in Skokie District 69 for seven years. Her education includes: a bachelor’s degree in psychology from Luther College, Decorah, IA; an education specialist degree in school psychology from the University of Northern Colorado, Greeley; and educational administration coursework for her principal’s licensure from the University of Denver, Denver, CO.


Debbie Larsen: CHMS

Debbie Larsen worked as the private placement administrator for Plainfield District 202 for the last four years as well as supervisor of student teachers for St. Francis University, Joliet. She was the director of special education and department chairperson for Homewood-Flossmoor High School District 233 for seven years. She also worked as a special education teacher, district staffing coordinator and assistant superintendent for special education in Park Forest District 163. Her education includes: a bachelor’s degree in special education and elementary education from Illinois State University, Normal; a master’s degree in curriculum and instruction from National Louis University, Evanston; and a master’s degree in educational administration from Governors State University, University Park, IL.


Donna Rusick: Elm, Prospect, Walker

Donna Rusick comes to District 181 from LADSE, where she worked for 13 years as the Wrap Services Facilitator and team teacher. She earned a bachelor’s degree in political science from Illinois State University in Normal, a master’s degree in special education from the University of Illinois at Chicago, and a master’s degree in educational administration from Northern Illinois University, DeKalb.






Sue Waughon: The Lane, Monroe

Sue waughon served as a social worker and student assistance coordinator in Geneva District 304 for the last seven years. Ms. Waughon earned her bachelor’s degree in human services from Judson University in Elgin, IL and master’s degrees in social work and educational leadership from Aurora University, Aurora, IL.
